How high can an indoor handrail be?

We live in MO and I'm getting conflicting answers on how high I can have my handrail. One person tells me that it can be anywhere between 36 and 42 inches and someone else is telling me anywhere between 32 and 36 inches. The handrail that I just took down was set at 42".
