A domestic flight of stairs should be no steeper than 42 degrees. In public places, this decreases to 38 degrees.
Basically, you need to divide the overall floor to floor height, to see how many risers you need. The maximum height riser for a domestic srairs, is 220mm. A nice height would be something like 190mm.
So if, for instance, you have an overall height of 2800mm, this would give you 14 risers at 200mm. The tread width (or GOING) needs to be 23mm more than the rise, in order to get under the 42 degree maximum.
