What is the legal requirement for stair height (riser height)

I recently purchased a 60's house and the three steps that go up to my front porch are all different heights. The actual ground-to-porch height is 490 mm, which would make the average step height, after adjustment, 163mm. I was told 163 mm was outside the building regulation limit, but can't find information regarding this anywhere. Can somebody please help? thanks
