i have a 9 foot ceiling and want to build up stairs how many steps am i going to need

The maximum height for a riser is 220mm but 190mm is about right. So divide your 9ft (2743mm) by say 14, will give you 14 risers at just under 196mm.
Alternatively, you could have 15 risers at 183mm or 13 risers at 211.
The tread depth will need to be 23mm bigger than the rise, in order to keep the stairs below the maximum angle of 42 degrees.
The only other thing that you need to consider, is the head room - this should be a minimum of 2m vertically from the pitch line - basically a line drawn between the front of all the treads.
