How do I insatll pull-down attic stairs ACROSS joists rather than parallel to them?

I need to install pull-down stairs in an interior hall. This is for fire access (new code) to an overhead heatpump air-handler. The hall runs N-S but the ceilng joists run E-W and span over the two load bearing walls in the hall. I would have to cut 3 joists to install the stairs. What is the correct way to do this?
